The Commissioner of Weihaiwei presents nis compliments to the Under Secretary of State for the Colonies and begs to inform him that the enclosed covers
marked A. and B. reached nim open. The cover marked A. was contained in a bag with the other documents detailed
in the Schedule of the 15th. January last. The seal of
that bag was intact and there was no sign of any of its contents having been tampered with.
The cover marked B. was contained in a sealed
envelope with the other documents detailed in the Schedule of the 8th. January last and the seals of that envelope were intact and there was no sign of any of its contents having been tampered with.
The paper of which the covers are made is not strong which may account for their having arrived open, but the Commissioner deems it right to bring this matter
to the notice of the Under Secretary of State for the
Colonies.
